
9. It's Almost Conference Time!!!!!
Hey Justices!!!
The countdown has begun! There are less than ten days left until NHSMUN 2011!!!
Now that most (if not all) of you have turned in your position papers, I've decided to upload a supplemental article that combines aspects of both topics.
This brief comes from Refugees International, an NGO that deals with refugees, stateless people, and IDPs.

What makes this brief interesting is that it talks about IDPs in Colombia, which are a result of the fighting between the Colombian government and rebel groups (like FARC, ELN, ERG), as well as between the groups themselves.
So read this brief (it's not too long! the font's big and there are lots of pictures!) and think about how this may change your perspective of both our topics.
Topic A: IDPs
This article addresses how the Colombian government, like many other governments around the world, has been unsuccessful protecting the IDP population. Does Colombia's struggle with IDPs show the need for UNHCR mandate expansion? There is also a section in the brief titled "Legal Regulatory Framework and Institutional Structures" that may be worth a look.
Topic B: Ecuador v. Colombia
Clearly, this article shows how Colombia's struggle with FARC causes unexpected and far reaching consequences. Does this strengthen Colombia's fear of a imminent attack from FARC?
